Schempp-Hirth Dus Discus Series 27th September 2011

A Duo Discus aileron control recently became partially restricted due to jamming by a foreign object. On investigation, the wing tip aileron extension "up" stop (a small angle bracket bonded to the aileron extension), had become detached and found its way into the control circuit. It is believed that the stop became detached due to heavy handling of the wing tip, possibly when lifting the wing tip during transport or rigging using the aileron extension. Owners are strongly recommended to inspect the aileron extension "up" stop by viewing along from the wing/tip joint (with the tip removed). You are looking for a small angle bracket made from carbon fibre approx 30mm x 15mm, 300 mm outboard from the inboard rib. The bracket is bonded and held in place with one or two small screws. Please look for any signs of looseness. Please report any defects to BGA CTO.

ASK 21 Trim Push Rod Inspection (GFA Alert) 27th July 2010

BGA Information Only. The Gliding Federation of Australia have published an airworthiness alert A2010-1 for the inspection of the trim control rod under the rear seat for bending and possible foul of aileron control rod. The importance of diligent daily inspections to detect control restrictions is highlighted.

Comment from one of our professionals; changing the trim push rod is not possible without first removing the rear rudder pedal assembly. It may be possible to slightly bend the rod around the pedals and this may initiate the problem. Once a tube is bent it is severely weakened, additionally the control rods in the area are vulnerable in the case of a nose wheel push up (common occurrence)

News Affecting Certain Gliders Supported by DG Flugzeugbau 21st December 2009 (Updated 29th December 2009)

The BGA is aware of some owners concerns over recent comments on the DG Flugzeugbau website noting a requirement for annual support contracts with DG for certain glider types where the Type Certificate is held by DG. The latest detail is on the DG web site.

The BGA understands and expects that any company will charge for supplied goods and services but does not agree with requiring someone to contract to and pay for a service that they do not need and/or is not accessible to them. . The BGA is working with a number of key stakeholders to understand the implications of the proposed change by this leading TC holder. The BGA Maintenance Organisation does not intend to change any of its requirements affecting ARC issue unless the CAA directs otherwise. Meanwhile, the BGA is advising concerned owners to contact DG direct. The BGA will keep owners aware of any developments.

Modifications to Gliders 12th December 2009

AMP 3-3 has been revised to clarify the Annex Ii and EASA modification procedures. Please note: the procedure described in AMP 3-3 is for Annex II gliders only.

BGA Airworthiness Organisation 2nd December 2009

Many inspectors will already be aware of proposed changes to the BGA Airworthiness Organisation as mentioned in recent seminars. As from 1st January 2010 the revised organisational procedures become live. A key development is that BGA inspectors are only authorised to certify and are only insured to work on EASA aircraft within the BGA Airworthiness Organisation. Owners of aircraft within the BGA Airworthiness Organisation are able demonstrate to inspectors that their aircraft are in the system.

For the vast majority of aircraft, owners and inspectors this means no change at all. If the last ARC was renewed using the BGA CAMO then the aircraft is in, no problem. The only issues come if the ARC was not issued using the BGA CAMO or the aircraft has a BGA ARC expired more than 3 months ago. In that case, there is a straightforward administration process for bringing the aircraft into the BGA Airworthiness Organisation.

Annex II aircraft are not affected in any way.

For more details see December 09/January 10 issue of Sailplane & Gliding and visit the Part M page here.

Click here for a very useful Q & A section that should answer all your questions. More detailed guidance for inspectors will accompany the January 2010 issue of Engineering News.

BGA Maintenance and Complex Maintenance Task Approval 30th September 2009

Now that almost all the UK EASA glider fleet has made the transition to a non-expiring EASA Certificate of Airworthiness, refreshed each year by the renewal of an Airworthiness Review Certificate, owners and maintainers may find it helpful to have a brief update on the rationale behind current BGA maintenance policy. Follow this link for a document describing this rationale and giving information about the importance of our newly acquired Part M Subpart F approval to owners and inspectors.

This Part M Subpart F approval permits BGA inspectors to operate within the revised and Part M compliant BGA airworthiness organisation and means that we can continue to employ the system that we have enjoyed and benefited from over many years.

Complex Maintenance Tasks on BGA Aircraft 22nd September 2009

With immediate effect any complex maintenance task carried out and due to be certified after 28th September 2009 on BGA aircraft will require prior authorisation unless you hold BGA part M List 1 site approval.

Please see AMP 2-13 for guidance on what constitutes a complex task and how to apply using form BGA 277.

There will be an administration charge for this authorisation.

Foreign Registered Gliders with Permit to Fly 9th September 2009

The CAA has advised us that gliders with temporary EU registrations (usually German or French) flying on an EASA Permit to Fly in the UK may not be legal unless they are fully registered in the country that issued the permit. This usually applies to new design gliders where the manufacturer has issued a temporary registration and an EASA Permit to Fly whilst the glider is in the final stages of type certification. Please see CAA advice on this and how to apply for an exemption if needed.

ARC Renewal Interim Process Ends 3rd September 2009

Airworthiness Directives – Notification 5th August 2008

Aircraft owners (including glider owners) are responsible for ensuring that their aircraft remain airworthy. This includes staying up to date with Airworthiness Directives. The BGA recommends that owners subscribe to the CAA airworthiness newsletter Email service to receive Emergency Airworthiness Directives (EADs) at http://www.caa.co.uk/subscriptions. We recommend ticking the Notify box and including the Emergency Airworthiness Directives, Aviation Maintenance and Aviation Safety categories in your preferences.

The CAA maintains a list of EADs at http://www.caa.co.uk/eads and EASA also publishes Airworthiness Directives at http://ad.easa.europa.eu/. The very comprehensive EASA web site contains all EASA ADs. There is a filtering system and a free subscription notification service.

The BGA Airworthiness organisation provides important guidance and advice for all BGA owners of EASA and Annex 2 gliders, motor gliders and tugs. This support will continue to grow and we recommend that all owners subscribe to receive free BGA  airworthiness Email alerts at https://www.gliding.co.uk/subscriptions. Owners without internet access should discuss how they can access relevant airworthiness information with their club Technical Officer or with a BGA inspector.

BGA Cs of A and Transitioned Gliders 20th July 2009

As the transition to EASA C of A nears conclusion, it is possible that some owners will have a glider with both an EASA C of A and a BGA C of A document with an expiry date towards late 2009. Owners of gliders that have transitioned are reminded that a BGA C of A is not valid on a glider that holds an EASA C of A. A glider with an EASA C of A must have a valid ARC to be airworthy. A copy of the ARC should be held with the glider. BGA Cs of A are only currently valid for BGA gliders that have not transitioned, including Annex 2 types. After September 2009, the BGA C of A will only apply to Annex 2 types. If an owner or operator is unsure whether or not a particular glider has been transitioned to an EASA C of A, they can use the CAA G-INFO website. Advice regarding transition, ARCs and more is available in this section of the web site.

Part 21 and EASA Gliders 15th July 2009

Owners, operators and inspectors are reminded that once a glider has been transitioned into Part 21 and therefore holds an EASA C of A, the manufacturer’s design or the glider’s declared transitioned modification state cannot be materially changed or added to, including through maintenance and repair activity, without formal EASA modification action by way of a manufacturer’s maintenance instruction, TN (technical note), SB (service bulletin), or an EASA approved modification. The BGA is developing guidance material to assist owners, operators and inspectors with the maintenance of instrument panel installations etc which will also include guidance regarding modification action where required. As soon as that information is available, it will be published and made accessible to all.

The March 2009 Engineering News is available to download. TNS and airworthiness directives have also been updated.

EASA Glider ARC Renewal 31st March 2009

Please read carefully;

  • To fly legally, an EASA glider that holds an EASA C of A (an EASA C of A is non-expiring) must also hold a valid Airworthiness Review Certificate (ARC) and have up to date maintenance in accordance with the glider maintenance programme (in most cases, that boils down to an annual inspection within the last 12 months)
  • EASA gliders without an EASA C of A and ARC are not eligible for ARC renewal
  • The ARC renewal process for eligible gliders is described here. The ARC renewal fee for a glider is £95.

Further advice to owners;

  • If your EASA glider does not hold an EASA C of A and ARC (for example your transition application is in the BGA and CAA 'system'), to fly legally your glider must have a current BGA C of A. If you want to fly your EASA glider but your glider has neither an EASA C of A and ARC nor a valid BGA C of A, please talk to your friendly BGA inspector as soon as possible.
  • The transition period ends 1 May 09. Any EASA glider that has not had a transition application submitted to the BGA by that date will not be eligible to fly even if it has a BGA C of A
  • Annex 2 gliders (ie non-EASA types) are only required to hold a valid BGA C of A as per the established BGA processes
  • More guidance regarding Part M, including various documents, is available here

Part M - update 13th November 2008

EASA has published the long awaited revision to Part M as regulation EC 1056/2008 amending 2042/2003. This is a complex revision to Part M developed as a result of campaigning by the BGA and many others within Europe and could have far reaching and helpful changes for gliding and continued airworthiness.  The BGA is currently waiting for the CAA to review the amended regulation and to interpret how it will affect General Aviation and gliding in particular. We will publish further information on the BGA web site as soon as it is available. Meanwhile, any glider maintenance organisation seeking its own Part M subpart F approval is advised to hold back until further information is available, or alternatively contact the CAA regional office who is dealing with their subpart F approval application.

EASA C of A Postponement and Transition Refresh - update 31st October 2008

Gliders that were transitioned in the latter part of 2007 are eligible for EASA C of A and ARC postponement. This is because if the ARC is issued it will expire before there is an approved process to renew it. The postponement also applies to gliders where there is a certification or registration query. The postponement requires a simple "Transition Refresh" to be carried out as part of a normal BGA C of A renewal. We have written to all the owners of gliders affected with full details and refresh form, however we have been asked to make the form (BGA 275) available to download. There is no refresh fee, all you need to pay is the normal BGA C of A renewal fee (currently £75)

Please note: the transition refresh is only applicable to gliders on the applicability list and is only completed at time of BGA C of A renewal together with the BGA 267.

Slingsby Aircraft Flight Manuals/Pilot Notes updated 16th October 2008

SAS Gliders Only. Please note; gliders certified against an Specific Airworthiness Specification (SAS), (Slingsby Kestrel, Dart & T53B), do not normally require a flight manual/pilot notes for transition or ARC renewal. However, there may be some additional maintenance or operational data within the flight manual, where available, that may be useful. This note is advising you of the availability of the information.

Flight manuals/pilot notes are available for EASA Slingsby Gliders and Motor Gliders. Vega, Kestrel, Dart, T53b, T61A to G (T61A manual plus supplements). An up to date and complete manual will be required for transition to EASA C of A and for ARC renewal. To obtain copies please contact Slingsby Advanced Composites on 01751 432474.

Motor Gliders Only;
Slingsby motor gliders previously issued with a C of A with conditions, now require a flight manual or pilot notes and a DFMS must be completed at time of C of A/ARC renewal. A printer friendly version of the DFMS (Declaration of Flight Manual Standard) can be downloaded from the G-INFO database on the CAA web site here. Send the completed and signed DFMS with the renewal request to BGA.

EASA Transition Update 29th May 2008

The BGA process for transition of EASA gliders to EASA C of A in time for the 28 September 2008 deadline is working well. Many thanks to the inspectors and owners involved. The CAA part of the process is currently stalled pending receipt of the expected written formal approval from the European political system. To ensure that owners are unaffected by the CAA delay, the BGA has negotiated a contingency plan with the DfT and the CAA. That contingency plan is underway.

 All the transitions currently received will have their BGA C of A extended to full validity. Owners will be receiving a replacement BGA C of A in due course. Due to the high number this may take a month or two (if you have not received the replacement C of A by August, please contact the BGA office).  All transitions will from now result in the issue of a full validity BGA C of A.  A BGA C of A that expires after 28 September 2008 will be renewed in the normal way. Inspectors will receive guidance on what will be required to ensure that the already submitted transition package remains valid. Another transition will not be required.  Please note that this is a contingency process that in fact may not be required. As usual, the BGA is taking a proactive approach on behalf of pilots and owners.
