BGA AIRWORTHINESS AND MAINTENANCE PROCEDURES PART 2, LEAFLET 12 CAA AIRCRAFT NARC RENEWAL PROCEDURE General 1. CAA Annex II aircraft issued with a non expiring C of A and National Airworthiness Review Certificate (NARC) is subject to an Airworthiness Review to renew the NARC or an Annual Review to extend the NARC and maintain the validity of the Certificate of Airworthiness. This procedure approved in the BGA Airworthiness Exposition Part 7a, is explained in this AMP leaflet. It should be noted that this process is similar to the EASA ARC renewal process, however there are subtle differences in the two processes and requirements hence this AMP and different checklist form (BGA 278). This process and form is only applicable for use with CAA Annex II aircraft holding a CAA non expiring C of A. Reference information 2. British Civil Airworthiness Requirements (BCAR) Chapters A8-25 and A3-1 are applicable and referencing EU regulation 1702/2003 Part M and its amendments detail the regulatory requirements. NARC validity & renewal 3. The NARC is normally valid for 1 year. However if the aircraft has remained in a controlled environment and the maintenance managed by a A8-25 Continuing Airworthiness Management Organisation (CAMO) or if an uncontrolled environment an Annual Review is carried out the ARC may be extended twice each for 1 year at a time. To operate a controlled environment requires a complex, centralised maintenance management system that is inappropriate for BGA gliding clubs and private owners. To keep the cost of operating an aircraft within the BGA Airworthiness Organisation within reasonable limits, the maintenance management is carried out by the owner in the uncontrolled environment. 4. Inspections required: To issue a National Airworthiness Review Certificate an Airworthiness Review is required; Ref 11 - A, B & C and recorded on BGA 278. To extend a National Airworthiness Review Certificate an Annual Review is required; Ref 11 – D & E and recorded on BGA 278. Eligible aircraft 5. Only CAA G reg Annex II self-launching sailplanes, Touring Motor Gliders and BGA gliding club tugs issued with a CAA Non Expiring C of A that are within the BGA Airworthiness Organisation and included in the Annex II capability list (BGA exposition appendix 1-2) are eligible for NARC renewals through the BGA CAMO. Authorisation to carry out the Airworthiness Review and ARC signatories 6. BGA inspectors nominated as NARC signatories on BGA Airworthiness Exposition appendix 7-3 with a Chief Engineer rating and valid CAA EASA form 4 approval, identified by "ARC Signatory" on the inspectors certificate with the appropriate rating and in the case of BGA Tug aircraft; also hold TG – Annex II and hold a valid BCAR Section L license, are authorised to carry out the Airworthiness Review or Annual Review and sign the NARC on behalf of the BGA CAMO in line with their inspector privileges. BGA AMP Part 2, Leaflet 2-12, page 1 AMP 2-12/Jan 14 The CAA EASA form 4 is the mechanism where the CAA formally approves the NARC signatory. 7. BGA Chief Engineers must attend BGA Airworthiness Review training and be formally approved by the CAA on submission of an EASA form 4. Airworthiness Review 8. Before an Airworthiness Review can be carried out, the aircraft owner must give permission. This is achieved by the completion of a Maintenance Work Order. The work order may also include planned maintenance activity. Note: the maintenance work order must be raised prior to the airworthiness review, annual review and/or maintenance activity. 9. The airworthiness review and annual review is recorded on form BGA 278 National Airworthiness Review Checklist. This form is submitted to the BGA together with a copy of the renewed NARC and payment. 10. It is recommended that the NARC Airworthiness Review or Annual Review is carried out at the same time as the annual inspection. Completion of BGA 278 11. The airworthiness review or annual review is recorded on BGA 278; If a field is not applicable to the aircraft you are reviewing then enter N/A A. Aircraft and owners details. Complete aircraft and owner details B. Document airworthiness review. Each section starts with a basic question with a Satisfactory YES/NO, This is a separate question to the sampling below that forms an in depth sample. Some sections ask for specific data to be completed. Review all applicable documents To satisfy the requirements of BCAR A3-1, the Aircraft Airworthiness Review, a full documented review of the aircraft records shall be carried out by the CAMO in order to be satisfied that: a) Airframe, engine and propeller flying hours and associated flight cycles have been properly recorded. Check that the hours have been properly recorded, (engines and propellers N/A for gliders) checking for items such as correct owner details, log books correctly completed with no obvious errors b) The flight manual is applicable to the aircraft configuration and reflects the latest applicable revision status. Enter flight manual details. Check the flight manual from manufacturers published data and complete the details on the form. Check flight manual content, number of pages, revisions incorporated. If flight conditions are issued in lieu of a flight manual this must be checked to ensure it is valid. c) All the maintenance due on the aircraft according to the approved maintenance programme has been carried out. AMP 2-12/Jan 14 BGA AMP Part 2, Leaflet 2-12, page 2 Check maintenance log book entries, including pilot/owner maintenance, and certifications to ensure they are completed correctly and as far as possible that all maintenance has been recorded. Check each certification entry contains either the license or authorisation number or in the case of pilot/owner maintenance, the pilots details. Check maintenance file and any other maintenance related paperwork. d) All known defects have been corrected or, when applicable, carried forward in a controlled manner. Review defects recorded in the log book, daily inspection record or on worksheets and that they have been transferred to worksheets and correctly answered with a Certificate of Release to Service. Check that any defects that have been carried forward are appropriate to carry forward and that there is a plan to carry out the rectification action. e) All applicable airworthiness directives and generic requirements have been applied and properly registered. Check all Airworthiness Directives and generic requirements issued since the last airworthiness review have been applied as directed and recorded in the appropriate log book. Review Service Bulletins/Technical Notes (SB/TN) etc to ensure they have been reviewed and considered for embodiment by the owner. f) All modifications and repairs applied to the aircraft have been registered and are approved according to chapters A8-1, A8-8, A8-21 or Commission Regulation (EC) 1702/2003, Annex Part 21, as amended. Check that any modifications or repairs were incorporated to a CAA approved scheme. Modifications will be supported by a SB/TN or CAA modification number, repairs must have a reference to either a repair manual or if outside the scope of generic repairs and individual repair reference. g) All service life limited components installed on the aircraft are properly identified, registered and have not exceeded their approved service life. Check that life limited items (airframe, release unit, engine, propeller, pressure vessels…) have not exceeded their approved life. If any item is likely to exceed the life limitation within the next NARC period, taking into account expected use, the owner must be advised and a comment entered in the Comments section. Provided the service life is within its approved life the ARC can be renewed. h) All maintenance has been released in accordance with the applicable requirements Review worksheets and log books and verify that all maintenance has been released with a Certificate of Release to Service, the entry signed and dated and the authorisation or license number appended to the entry. i) The current weight and balance statement reflects the configuration of the aircraft and is valid. Check the last weighing against aircraft configuration, have any items been removed or fitted, modifications carried out that could affect the weight & balance. If the aircraft has been extensively repaired, recovered or repainted it should have been reweighed. For gliders check the weighing is within date. j) The aircraft complies with the latest revision of its type design approved or accepted by the CAA. Enter TCDS details and revision number. Check the aircraft against the latest version of the Type Certificate Data Sheet (TCDS) to ensure there have been no changes to items such as operating limitations or new life limitations imposed or lifted. Record the TCDS number and revision number on the form. AMP 2-12/Jan 14 BGA AMP Part 2, Leaflet 2-12, page 3 k) If required, the aircraft holds a noise certificate corresponding to the current configuration of the aircraft in compliance with the relevant BCAR or Subpart 1 of the Annex (Part 21) of Regulation (EC) No 1702/2003, as appropriate Review the noise certificate and check that the airframe designation is correct and the engine and propeller combination is as installed on the aircraft. If incorrect verify that the combination is approved by the CAA by either on the Type Certificate Data Sheet or by approved modification. C. Physical survey. Carry out a survey of the aircraft to verify the document review and to answer the questions. a) All required markings and placards are properly installed and legible Checking against the flight manual, maintenance manual, modification instructions or supplemental type certificates, check all mandatory placards are present and legible. b) The aircraft complies with its approved flight manual Check that the flight manual is applicable to the aircraft and any supplements required are embodied. c) The aircraft configuration complies with the approved documentation Check aircraft complies with C of A, NARC, and Registration etc. d) No evident defect can be found that has not been addressed Check that there are no obvious defects during the survey. Access panels may be removed if required. Please note this is not another annual check. e) The aircraft has completed a satisfactory check flight in accordance with Chapter A3-3 or A3-5 A check flight is only necessary if required verifying maintenance action e.g. handling check or if deemed appropriate by the BGA or CAA. f) No inconsistencies can be found between the aircraft and the documented review of the aircraft records. This is a closing check to verify that there are no inconsistencies between the aircraft and documentation. D. Annual Review The annual review is required to extend a NARC for a period of 1 year (years 1 and 2 only. In the 3rd year a full Airworthiness Review is required). a) All applicable Airworthiness Directives have been embodied and properly registered Check all Airworthiness Directives and generic requirements issued since the last airworthiness review have been applied as directed and recorded in the appropriate log book. Review Service Bulletins/Technical Notes (SB/TN) etc to ensure they have been reviewed and considered for embodiment by the owner. b) All maintenance specified in the approved maintenance programme has been carried out in accordance with the programme Check maintenance log book entries, including pilot/owner maintenance, and certifications to ensure they are completed correctly and as far as possible that all maintenance has been recorded. Check each AMP 2-12/Jan 14 BGA AMP Part 2, Leaflet 2-12, page 4 certification entry contains either the license or authorisation number or in the case of pilot/owner maintenance, the pilots details. Check maintenance file and any other maintenance related paperwork. c) All modifications and inspections deemed mandatory by the CAA have been carried out as required by the CAA. Check that any modifications or repairs were incorporated to a CAA approved scheme. Modifications will be supported by a SB/TN or CAA modification number, repairs must have a reference to either a repair manual or if outside the scope of generic repairs and individual repair reference. d) All defects entered into the aircraft records have been rectified or deferred in accordance with CAA approved procedures Review defects recorded in the log book, daily inspection record or on worksheets and that they have been transferred to worksheets and correctly answered with a Certificate of Release to Service. Check that any defects that have been carried forward are appropriate to carry forward and that there is a plan to carry out the rectification action. e) All required certificates of release to service have been issued Review worksheets and log books and verify that all maintenance has been released with a Certificate of Release to Service, the entry signed and dated and the authorisation or license number appended to the entry. E. Physical Survey The physical survey is not required if the NARC extension is part of the annual inspection. If the annual inspection is out of phase with the NARC extension a physical survey is required as specified in section C. F. Findings, observations and certification a) Findings. Enter any discrepancies you observed and the corrective action to remedy. It may be the case that it is something that has to be attended to before you complete the airworthiness review on the other hand it may be something insignificant where you could allow the finding to be carried forward as a deferred defect. b) Observations. In each section of the form there is a box for comments or observations. This is where you enter information to the owner that does not constitute a finding such as a lifed item is in date at the time of review but will expire during the life of the NARC and the owner should be made aware to manage to situation. c) Certifying. Don’t forget to certify each section and the final airworthiness review or annual review at the end. Please note there is no Certificate of Release to Service (CRS) as the airworthiness review is not a maintenance certification. d) ARC renewal not in conjunction with annual inspection. (The BGA do not recommend this option for private aircraft) AMP 2-12/Jan 14 BGA AMP Part 2, Leaflet 2-12, page 5 In cases where the NARC renewal is not carried out at the same time as the annual inspection the previous annual (within the previous 12 months) may be used to support the NARC renewal. Annual inspection date is entered on BGA 278. Note; a physical survey is also required if an extension is carried out not in conjunction with an annual inspection. e) Careful management of the NARC and Annual inspection expiry dates is required. For annual inspection without NARC renewal all that is required to certify is completion of the relevant worksheets and log book entry. Note; the annual inspection is recorded on LAMS worksheets and must be retained properly completed and certified with all associated worksheets in the aircraft records. Issue of the NARC 12. Approved BGA Chief Engineer / NARC signatory process using downloaded NARC template See flow chart 1 a) Airworthiness Review is completed by BGA Chief Engineer / NARC signatory and completes BGA 278 form b) BGA NARC template is downloaded from BGA web site after accepting terms and conditions. Note1: a serviceable printer is required. The BGA recommends that 120 gsm quality paper is used for the original NARC for the aircraft owner Note 2: the format of the NARC must be as Annex 1. c) NARC is produced by the Chief Engineer / ARC signatory, signed and forwarded to the aircraft owner d) A signed second copy of the NARC (Marked COPY) is forwarded to the BGA together BGA 278 with payment within 5 days e) BGA updates records and notifies CAA 13. Approved BGA Chief Engineer / NARC signatory issue process using NARC On-line Process to be advised. Extension of the NARC 14. Approved BGA Chief Engineer / NARC signatory process using original NARC a) Annual Review (and physical survey if applicable) is completed by BGA Chief Engineer / NARC signatory and completes BGA 278 form b) Original expiring NARC extension section 1 or 2 is completed and signed and returned to aircraft owner c) A copy of the NARC with the extension completed and signed (Marked COPY) is forwarded to the BGA together BGA 278 with payment within 5 days d) BGA updates records and notifies CAA e) If original NARC issued by a BGA inspector is lost or defaced it is permissible to produce a duplicate provided the same NARC signatory has signed it. All other cases an airworthiness review and NARC issue will be required. AMP 2-12/Jan 14 BGA AMP Part 2, Leaflet 2-12, page 6 NARC Issue Dating Protocol 15. The following dating protocol and anticipation period must be used for the issue of a NARC: a) Anticipation 90 days or less prior to expiry of the NARC: The NARC issue date is the day the NARC is issued. The expiry date will be one year from the expiry date of the last NARC. b) Anticipation more than 90 days prior to expiry of the NARC: The NARC issue date is the day the NARC is issued. The expiry date is one year less one day from the Airworthiness Review date c) Expired NARC The NARC issue date is from the day the NARC is issued The expiry date is one year less one day from the Airworthiness Review date NOTE 1: Where the anticipated period is within ninety days, both airworthiness review and physical survey must be carried out within the ninety days anticipated period. NOTE 2: Where the anticipated period is greater than ninety days, both the airworthiness review and the aircraft survey must be carried out within the ninety days preceding the recommendation date. NOTE 3: It the NARC issue is more than 90 days anticipation from the expiry of the old NARC, all the anticipation period is lost. NOTE 4: If validity time is lost by incorrect application of the dating protocols but within the allowable limits it will not be possible to reclaim this time at a later date. NOTE 5: NARC's not meeting the dating protocols will be rejected. NARC Extension Dating Protocol 16. The following dating protocol and anticipation period must be used for the extension of a NARC: The Annual review (and physical survey if required) may be anticipated by up to 30 days prior to the expiry of the NARC without loss of continuity. a) Anticipation 30 days or less prior to expiry of the NARC: The NARC extension issue date is the day the NARC extension is issued. The expiry date will be one year from the expiry date of the last NARC b) Anticipation more than 30 days prior to expiry of the NARC: This is not permitted. c) Expired NARC The NARC extension issue date is from the day the NARC extension is issued The expiry date is one year from the original expiry date of the NARC NOTE 6: The aircraft may not fly with an expired NARC NOTE 7: When extending an expired NARC the expiry date may not be extended and any expired time is lost. NOTE 8: The NARC may only be extended in years 1 and 2. In the 3rd year a full airworthiness review and physical survey is required for the issue of a new NARC. All Annex II aircraft currently issued with a CAA expiring Certificate of Airworthiness will need to transition on the expiry of the current C of A. 18. The transition process consists of completing an Airworthiness Review including Physical Survey and if required a maintenance check flight as detailed in section 11, however the first NARC must be issued by the CAA together with a Non Expiring C of A. The BGA Chief Engineer/NARC signatory will complete the BGA 278 and also complete BGA 202 issue 01/14 and forward to BGA for processing by CTO or DCTO (M3 nominated engineers) and recommendation to CAA.
